AAMVA – CDLIS Modernization RFP

Mathtech was engaged by AAMVA (American Association of Motor Vehicle Administrators) to guide them in structuring the CDLIS (Commercial Drivers License Information System) Modernization Project, development of requirements, and writing of the RFP.  Subsequently, Mathtech developed the evaluation strategy and assisted with the procurement process.

Requirements Analysis

Mathtech worked with AAMVA staff to structure the expectations of the CDLIS project and develop the requirements for the RFP.  The focus of the requirements development was on technical, testing, data conversion, delivery, performance, and support requirements.  Many of the functional requirements were based on existing or new CDLIS standards and transaction definitions.

Mathtech planned and facilitated review sessions that allowed AAMVA staff to focus on one topic at time and develop detailed requirements that would be part of the project and the RFP.  Requirement Topics included:

RFP Development

The same process used to define and document the many requirements was used to develop additional sections of the RFP such as

  • Proposal Preparation & Required Example Documents

Mathtech developed an Evaluation Strategy and scoring tool for use by the evaluation team.  This tool allowed members to score the proposals in a consistent, defendable, and well-documented manner.  Evaluation guidelines ensured that each team member understood the process and scoring criteria.
