New Jersey - Motor Vehicle Commission

Mathtech was selected to assist the NJ Motor Vehicle Commission (MVC) in developing a comprehensive strategy, budget, architecture and RFP to implement an upgraded Digitized Driver License System (EDDL).

Services Provided

A critical part of designing the architecture was that the Enhanced DDL System be fully integrated with MVC systems, both current systems and systems that are currently planned and/or under development.    Our guidance helped the State to specify a system which offers the most effective business and technical solution to work in the current mainframe environment and be flexible enough to easily transition to an JEE enterprise environment as mainframe functions are modernized.

Mathtech provided:

  • JAD Sessions to define business and technical requirements including the approach to facial recognition
  • RFP Development and Procurement Assistance to write the RFP issued for the implementation vendor and provide support for developing evaluation criteria and conducting evaluations and scoring
  • Project Management Oversight of the Implementation Vendor - Mathtech’s responsibilities include:
  • Manage issues, risks and change orders
  • Manage the project Sharepoint repository
  • Provide training on roles to State teams and provide ongoing mentoring to leads and teams as they perform their project work
  • Participate in JAD sessions to define requirements and design
  • Monitor schedule and track changes; track financial payment timings based on schedule
  • Assist MVC to define Operational Recommendations and drive organizational reviews
  • Support communications, testing, training and rollout planning and preparation
